Francis Spampinato
Adjunct Faculty
Dr. Spampinato has over 30 years of senior private, public, and academic leadership experience. He is an acknowledged leader and subject matter expert in federal acquisition/procurement and leadership development. His work has focused on reforming processes, building teams with collaborative skills, and transforming workforce members to fit Program Management Office workforce skill needs. Dr. Spampinato has served as Chief Acquisition Officer at the Department of Energy, Director of Acquisition and Contracting at the Federal Aviation Administration, Chief Procurement Officer at FEMA and Associate Administrator for Government Contracting and Business Development at the US Small Business Administration. Dr. Spampinato holds a doctorate in Public Administration and an MPA from the Ãå±±ÂÖ¼é of Southern California where his focus was program evaluation/performance measurement and governance. He also holds a JD from The Catholic Ãå±±ÂÖ¼é of America. He has served as an adjunct professor for acquisition management, business management and public administration at Mount Saint Mary’s Ãå±±ÂÖ¼é, Old Dominion Ãå±±ÂÖ¼é, the Ãå±±ÂÖ¼é of Virginia, Fairfax Ãå±±ÂÖ¼é and the Ãå±±ÂÖ¼é of Texas at El Paso. Dr. Spampinato’s hobbies include running, obstacle course racing, and full-body strength training. He has multiple marathons and several Spartan races under his belt. His philosophy is, “strong body, strong mind”.
